Marinate the Spareribs: In a large bowl, mix olive oil, smoked paprika, ground cumin, salt, black pepper, and cayenne pepper (if using). Rub this mixture all over the spareribs, ensuring they are well coated. Cover and refrigerate for at least 2 hours, preferably overnight, to marinate.

Roast the Spareribs: Place the marinated spareribs on a baking sheet or roasting pan, covered loosely with aluminum foil. Roast in the preheated oven for about 1 hour and 30 minutes, or until the meat is tender and cooked through.
Prepare the Herb-Garlic Dipping Sauce: While the ribs are roasting, place parsley, cilantro, minced garlic, olive oil, white wine vinegar, lemon juice, salt, and pepper in a blender or food processor. Blend until smooth. Adjust seasoning to taste.
