Instructions
Set the Instant Pot to 'Sauté' mode. Add olive oil and heat it.
Once hot, add the beef pieces in batches, browning them on all sides. Remove the beef and set aside.
In the same pot, add the onion and garlic. Sauté for about 2-3 minutes until softened.
Add the tomato paste and stir for another minute.
Return the beef to the pot along with carrots, potatoes, beef broth, Worcestershire sauce, thyme, rosemary, bay leaf, salt, and pepper.
Close the Instant Pot lid, set it to 'Manual' or 'Pressure Cook' mode for 35 minutes.
